The Ministry of Housing & Urban Poverty Alleviation deals with international activities related to housing and urban development specially in the field of Human Settlements including the United Nations Commission for Human Settlements and International Cooperation and Technical Assistance in the field of Housing and Human Settlements. The following major activities come under the allocated business of MoHUPA:
- UN- HABITAT & UN Bodies
The Ministry annually subscribes to the membership of UN-HABITAT and participates in different seminars and on different occasion viz. bi-annual General Conference of UN-HABITAT, World Habitat Day etc. The Ministry annually organizes the World Habitat Day on the first Monday in October each year as designated by the United Nations. A number of competitions are held and publications are released commemorating the same and to reiterate the spirit of collective responsibility for the better future of mankind. - Commonwealth Local Government Forum (CLGF)
Ministry of Housing & Urban Poverty Alleviation is a member of Commonwealth Local Government Forum (CLGF) from 2004 and Hon’ble M (HUPA) is a member of the CLGF Board. The Ministry takes part in its various activities of CLGF including strengthening local governance and decentralization in India and Good Practice Scheme. Read more (Website of www.clgf.org.uk).
- Asia Pacific Ministerial Conference On Housing & Urban Development (APMCHUD)
India in association with UN-HABITAT had taken the initiative to organize the first Asia Pacific Ministers Conference on Housing and Urban Development in December, 2006. This led to the creation of the ‘Asia Pacific Ministerial Conference on Housing and Urban Development’ (APMCHUD) with its objectives enshrined in the ‘Delhi Declaration’ adopted unanimously by the countries participating in the conference from the Asia Pacific Region. The primary purpose of this inter-governmental body is to promote sustainable housing and urban development in the Asia pacific region through collaborative initiatives.
The APMCHUD comprises of two 0rganisations: The Bureau and the Secretariat. The APMCHUD’s Ministerial conference is a biennial event. The Conference elects a Bureau which governs the functioning of the body and the implementation of the decisions of the Conferences. The Bureau meets regularly, approximately twice in a year. The Bureau is supported by a Secretariat which is established at New Delhi. The APMCHUD secretariat is headed by the Chief Coordinator. This responsibility is looked after by the Joint Secretary (Housing), Ministry of Housing and Urban Poverty Alleviation. - The India-Brazil-South Africa (IBSA) Dialogue Forum
IBSA (India, Brazil and South Africa) is a trilateral agreement between India, Brazil and South Africa to promote South-South Cooperation and exchange on several mutually agreed areas of interest. At the Fourth Meeting of the Trilateral Commission of the IBSA Dialogue Forum held in Delhi in July 2007, Human Settlement Development was identified as an area of cooperation for IBSA partners.
A Working Group on Human Settlement (WGHS) was established and subsequently a Memorandum of Understanding (MoU) on Cooperation in the area of human settlement development was signed at the 3rd IBSA Summit held in October 2008. - India Africa Forum (IAF)
The Africa-India Forum Summit is intended to consider the modalities to strengthen the cooperation ties between the two partners in the areas of Economic; Political; Science, Technology, Research and Development; Social Development and Capacity Building; Tourism; Infrastructure, Energy and Environment and Media and Communication. Other than India the other major counties in IAF are Kenya, Mauritania, DR Congo, Togo and Zambia. The India–Africa Forum Summit is the official platform for the African-Indian relations. It was first held in 2008 at New Delhi, India and the second was held at Addis Ababa in 2011.
- World Urban Forum (WUF)
The World Urban Forum is an international forum dedicated to urban issues, organised by the United Nations. Till date, 7 WUF have been organised. The Ministry is a regular participant in the WUF.
- Other international Relations
Other than the above mentioned major activities, the Ministry is also actively involved in various other international activities such as hosting the visit of Delegations from abroad, bilateral agreement with respect to Human Settlement viz. Iran, China and others for the bilateral, multilateral and international cooperation and technical assistance in the field of Housing and Human Settlements.
